Great work and a nice amount of challenge. Struggled on level 10 for a bit to finally get it and have it be incorrect answer. Made me laugh, luckily it was just flipping 2 tiles. The Z Order is a bit funky when dragging the tiles. The orange space stays above the road tile which makes it a little annoying to place. Overall I really enjoyed it.
Thanks! Yeah, the Z Order is a bit weird. Should've probably just decrease the road pieces' size and opacity rather than put them on a lower layer. I've seen 4 correct solutions to level 10, two of them get the bug which is pretty annoying.
I wish I could move pieces after I place them. Other than that it seems like you're aware of the issues. You have some fun puzzle set ups and I think the difficulty increased at a good rate. Nice job.

Nice jam game. I kind of wanted to be able to tweak my solution without restarting every time but that might make it too easy. Got a bit stuck on level 5. Ran afoul of the valid-solution-not-accepted issue on level 10.
