One of the bullet points on the main page is "You must agree to the licensing terms (in the submission details) for your submission to be eligible" but I don't see a link to read the submission details/licensing terms anywhere.

Sorry about the confusion! The licensing terms are linked at the section where you submit the game. I will add them to the main jam page though.
