If the focus of the RPG is narrative-based, then it's allowed. If the RPG focuses more--for example--on fighting, then it would not be story-based. (Some RPGs do not focus on story, which would make them better-fitting for a jam that focuses on whatever mechanics the RPG does focus on. That way, more people looking for a game like that specific RPG can find it more easily.)
