I started a new game and went through the whole game pleasing Wolf in case something weird happened to old saves and the game ends soon after Perce expresses disappointment that we don't want to pursue the bribe option.
Alternatively, the way I can speak with Wolf under the Jolly boat is under the leaving path, which I'm pretty sure has been around for a bit and there wasn't really a jumpscare there either.
