And oh, yeah, you do need some alcohol on you for the scene to trigger properly. There will be some other ways to get your paws on it as well, but in Update 14 the only options are either through Perce or nicking it from Rajeeyah before you leave.
(Though actually not sure if the Perce route already connects to it in update 14. Raj might actually be the only way that functions at that point.)

If he declines then you just aren't passing the relation threshold with him. And the option to get the wine from her shouldn't really be coupled to anything. Just gotta not pursue the bribe. I think in some circumstances it's coupled to having at least +1 relation with her, but as long as you're not actively pissing her off that should be achievable. (If you don't pass, then the PC assumes the bribe is the only option.)
Finally figured it out, needed the +1 with Raj. I was surprised that it also unlocked a bit of extra dialogue in the shirt mending scene?
Anyways, Wolf fans are served more heartbreak. My favorite boy, what must have happened for him to react this way? I look forward to seeing how Wolf route continues, that's really one of my favorite parts about the game, seeing how many different ways things can go. I just hope things are salvageable with him.
