the song is a love song, goes:

‘Ta bintana ikalumbabam
which translates to:
older sister[1] biday[2], open it
the window, open the window (so we can talk)
picture: serenading an amore from their yard. bintana is window, and i'm not entirely sure the grammar of Ilocano but ikalumbabam is (i think lol) a morphologically complex verb meaning "to open and lean on the window sill" (like ilukatmo man) just including other information (tense, aspect, focus, etc) and possibly having undergone some phonetic transformations as well.
[1] "older sister" is not a perfect translation of manang, i use it in my family to refer to any woman older than me, it's more of a gendered honorific if anything.
[2] "biday" i think is a name
