First, the easier question - yes, it's a harem game. You can be with all girls or just with one or remain completely alone. That's your choice.
Second, decisions - 0.3 will introduce the first world where your decision have an impact on its future. In my ideal scenario, what you do across all the worlds will be important by the end. I'm still not sure if I'll be able to achieve that, as the end is quite far off, but that's what I aim for.

Its good to hear it is intended to be Harem but I can opt for just one girl or even none at all.
Just be careful with your dialogue as you go along, I have seen a lot of AVNs include dialogue that assumes the MC is romancing or dating one girl or another or even just having sex with her only to forget to count that the player might have chosen not to do it.
Many times I have deliberately avoided any and all lewds just to see what the AVN does only to be disappointed by such assumptions.
