Never mind, figured it out and you are correct, the REAL issue now is that I cannot find the thing in the apartment to "fix" later on in Seiko's story, I have swept the whole thing multiple times I feel crazy.
The tool is in the drawer in the washroom between Heather and Seiko's room.
