Are you talking about the "Account Balance" that is shown on the "dashboard"?
If that is the case, until you request payment, what is shown there is an estimate. Most likely, when adding the PayPal account, the system has reset to the default values and is adding the tax withholding.
When you request your payment, the value is calculated correctly and you are given a report with the details of each transaction.
