Oh right it might not show the output in cmd directly.
Try this bat file, it should generate a log.txt in the same directory as the game when it tries to run it: https://cdn.discordapp.com/attachments/693705264511189106/715737521190862929/run...
Log.txt contains the follwing output:

I'm getting the same error here. I've tried all the solutions people have mentioned on the Steam forums but nothing works. Do you have any idea what the root cause could be, and how to fix it?
I'm running Windows 10 Insider 19635.1 (and previously 19577.1000, where OneShot also crashed).
