Use a lot of color aberration, film grain, a bit of bloom and vignette and if you want that VCR TV feel add some Lens Distortion
I don't actually know so much about post processing lmao, I just go and adjust the settings until I feel like it's neat. But yeah, color aberration it's my best friend.
