You should work that means code and make assets  to complete the game in 48 hours, sleeping and playtesting does not count

I wouldn't do that but isn't it ok according to the rules to look at the art kit when the jam starts and then wait for a couple of days and think about it?

I would count playtesting into 48 hours. 

As I have stated in other topic - I think it's on your own morale and honor system. I will run the clock whenever I have any tool for game development opened (f. e. Google sheets, Audacity, Godot, etc.) 

that is a nice consistent way of telling time
