I'm having the same issue, after everyone's favorite blueberry-bull wakes up and his "episode", he needs to put on some clothes but there's no option to put on clothes, effectively softlocking the story.
Try the same workaround, loading from a save point before the Zhokhar fight and progressing through normally. Sometimes the skip function apparently likes to skip past important variable flips entirely...so I'll address this by implementing more failsafes around these stopping points in future builds.
