Take it from someone that enjoys the hardware side of computers if you are below 85c you are safe. Your card(s) won't run quite as fast but they wont be damaged. Most cards are designed to get up to ~95-100c before they try to save themselves by running the clocks as low as half speed. And yes, if you can keep the cards at 50c or below then they will be running at their top boost speeds.
There is nothing wrong with water cooling it can help you get to the better boost speeds. I am just trying to tell you that these temps are nothing to worry about.
