Thanks, I'll try that. But it's still a bug in design, isn't it? The fact that your settings can lock you out of completing a quest and you have to edit world options.
Heard this discussed elsewhere & encountered it myself ----best suggestion I have is increase (for future versions) % of ELVES. (they're popular w lots of pple anyway)
