I have the same problem. I'm filling in the tax interview form and when trying to enter my TIN, the input field is disabled (nothing happens when I click it and when I inspect the HTML code, it has the "disabled" attribute).
I've already successfully filled in a similar (or identical) form on Steam 2 months ago.
Any advice?

The form changes depending on the region you're from, so the error you're experiencing is most likely different than the one described by the original poster. Yes, I did try to restart the interview several times in different browsers. The result was the same.
However, when I changed the country to the UK, the TIN input worked. So there's either a specific bug for Slovakia (and perhaps other countries as well), or Slovakia is disabled on purpose, but the problem is that there's no explanation why. But 2 months ago this thing worked on Steam.
