The main story isn't quite finished yet. Once you cross the boat to Icycull and finish up around there it ends. (A message will pop up once you can't go further).
Basically once you beat the Queen, you need to visit Tiana (if she's been eaten it'll still function). Then you visit the Don of the Casino by getting a VIP Pass (spend at least 25000 gold on chips - Just buy some, sell them back). Once you complete his mini game, you can use the boat to head to Icycull.

Btw I got the VIP Pass and then won the Minigame of Don of the Casino, and when I went to the boat(Harbour) and can´t use it, I don't know if I maybe need to buy something in the VIP Shop of the Casino and then go now the boat for later.
Have you talked to Tiana first? (If you can't, it means you need to unlock her in the contest hall first by beating the opponents before her and then bringing her 20 pizzas)
Once you talk to her about it, when you talk to the Don, an option to talk about the harbour will open up and then you can play Baccarat.
So, in order:
Eloise > Julia (The girl who wants Slimeballs - she unlocks after she opens her shop) > Mindy (The girl who eats cake) > Esmerelda > Lady G > Mary (The girl who wants yogurts each day - Once she goes back to her house she'll be unlocked) > Arabel > Tiana
So you need to unlock a few more opponents first.
