I remember it wrong, there should be '!' mark not '?' mark in 3,2 spot.Sorry to ask you more question but are you sure that you never seen this '!' mark before? Because after you talk to Logan (in T! logan route) there should be this mark appear on the map to interact with. I think this event did not require anything to trigger.
Have you try to explore in Dark swamp? I think you should try it several time. Sorry if it couldn't help much.
