I think the part of the dialog you mean is about Ryen's personal opinion, not necessarily what is law in Central.

Content is not prevented by progressing the main story, but content can be unlocked by advancing it.
You might be missing the main story events, or the events with Chiyo and Varea to continue the political story of Amagal.

Wow that was a fast response. Got it I'll keep talking to those two maybe it would trigger something since I already got up to the point where I can time skip. On a side note if I rape someone does Tsubaki retroactively know about that side of Ryen?

Usually characters only know what they're told or see themselves. Tsubaki might have an idea about your actions, but what happens in the "secret prison" for example is usually unknown to uninvolved characters.
