Most likely not because Mouse would still need to pick 5 out of the top 20 voted, updating the game before she tries would be unfair to the jam rules in a way, that is what I think at least!
I agree that it feels against the spirit of the thing, but if allowed it gives a huge advantage to anyone that does so. Which is why I'd like an official answer.
