There are two ways to accomplish this with the visibility options located on the bottom of your project’s edit page:

You can use “Restricted” mode which will completely hide the page except to people who own the game via a download key or purchase.
You can use “Public” mode with the “Disable new downloads & purchases” option enabled. This will keep the page publicly visible but only existing owners will be able to access the files on the page.
