I have maxed their affection and it says they can level up but they aren't leveling up and the hints aren't changing

That's bcs the game tell you when starting the v0.7.5 it say "old save will not work you have to play a new one" until Pytem find a clue for that bug. You'll have to bear with that and you can fast skip if you want to go back fast on where you was last old save.

BTW there's no kitchen blueprint for Elizabeth's next hint. The only ones I have and finished is the 3rd floor and Elizabeth and Melinda's room

I have the same problem. Completely new game (haven't played before) and I bought the blueprints for the 3rd floor and Melinda's room. Then I built the floor and the room and nothing happened. I also can't unlock the pajamas for Aurora or Kat.
