Technically you can clear Hand of the King @ 0 trust without fighting (requires Shadowcloak, which you have - the trick is basically that just about all human mobs don't chase you all that quickly, so you can give the door guard the runaround when not disguised), though like you say, I'm not sure exactly how much headway that will give you even if you do complete it.
