I believe your gamble is doomed from the start.

Last I heard, Steam has the very same policy, that no characters under the age of 18 may be present under any circumstance in R+ games. I know that from another game, Goodbye Eternity which had to modify a non-sexualised under 18 side character into a +18 one to put the game on Steam. I also know that other games, to solve this issue, either give children in their games "miraculous growth" or just mention them without adding any depictions (at least not officially).

The origin of the Steam ban. 
I thought the ban came from using the term high school and dating sim in the game which implied minors. I guess there is no such thing as an 18-year-old high school student. The other problem was Chiaki, it's a character that was deliberately underage but had no lewd content (which is perfectly normal).
Steam refuses any representation of a minor in an adult game, whether there is content about her or not. As long as Chiaki is 12 years old in the game, Steam will never accept the game. The good news is that even after a so-called ban, it's always possible to take the Steam validation exam by paying again the 100$ fee.

Soooo... Yeah, I don't think Steam will work.

Check rule 3 in Rules and Guidelines/What you shouldn't publish on Steam

So, apparently, "appropriately labeled labelled and age-gated" in rule 3 means that they accept no exceptions and that all characters should be over 18... Which is kind of ironic since they accept lolis as long as the creators claim those characters are over 18.

Well, whatever you do, hope you make it work.

I appreciate the good wishes and the warning, both. Steam unfortunately has a similar problem as other places, in that it depends greatly on which rep you get to review your game.

Sometimes you get one that bans Factorial Omega, and sometimes you get one that okays Summer Memories. That's where the gamble comes in.

Worst case scenario, I can strip the adult content out of CK and make it available as an off-site patch.

But best case scenario, SubscribeStar picks up and enough people migrate over there that I can continue as normal. Fingers crossed! :)

Good luck with that! I'll keep in mind to see if I can spare something at the end of the month for the amazing story you're building. Though I must be honest, between taxes, food, alcohol and my addiction to books and printed text, I can't promise anything. 

Sailors say "good wind and fair seas". How would that translate to development? "Good code and fair Steams"?
