I'm assuming Quixel Bridge assets that aren't free to people who aren't using Unreal Engine aren't allowed?

Can we use assets we've already made or do we have to make new ones during the time that the game jam is open?

I'm pretty sure Unity and Unreal Engine are allowed.  I'm not sure about any others but I would assume that you can use any.  

Godot is probably allowed too since it's free.

Who even knows.
