No you're misunderstanding, the game never translates the message for you. All it does it show the code to use to translate the message. You have to manually write it down with a pen and paper and figure out the code. The game never has the message appear decoded.

You can replace the ladder after you fall into the area after going upstairs. Just remember to grab it after you go upstairs to use it to get into the ship. Get the reactor while you're down there.

That's not a glitch. You're meant to manually decode it yourself using the guide (and a pen and a paper) was the same in the original game.
