Question: Is there a way to max out all citizen? I am missing 2 cards each after finishing the Adventure. Which is odd… 

No  you can not do it .  It has been like this since the beginning . there where some signs of them adding some more adventure or reward citizen cards in some ways , or put them in packs to buy, so far no implementation of this or any kind, was made

Now, when citizen role in game is changed, why not you devs add more citizen card? It is still impossible to fully upgrade a few citizens! And full comix are also closed because of it.

I finished all adventures but don't have 6 of a kind of citizens, cause I started playing the game, when citizens weren't in the game. They were introduced later and I didn't get them as an reward afterwards. 

I think best think would be to create a buying or exchange system for cards, cause also for other cards there is the need to get the 7th and 8th one to upgrade them. 

For example a 10:1 exchange rate for cards of the same rarity could solve the problem...
