It is paid to receive donations to my game? And why i can't change "Payout Destination"?

To explain the first question i need to explain to second question, i finished my dream game and i really want to publish it here, i logged a PayPal on the "Dashboard/Payouts" and "Settings/Payment Processors(Something like that i forgot", on "Payment Processors" everything is "verified" but in the Dashboard it doesn't appear any option on "Payout Destination" and there's the "Note" popup. Is this an error, do i will receive donations? If no, how do i fix that? A image about this can be found on my Reddit post:

I’m sorry but I don’t understand your question.

do i need to pay something to start receiving donations?

No. All projects accept donations by default. You only have to connect a PayPal or Payoneer account and fill in the tax interview to get your money. There are some fees, of course, but you don't have to pay anything upfront.
