I'm buying an asset pack from an EU creator. I get a popup with the following text:
"Due to 2015 VAT MOSS regulations for EU this seller requires evidence of buyer location for purchases. Please provide your billing address to continue."
The link leads me to a 'Page Not Found' site. I assume it should lead to either the specific regulations or an explanation of the regulations.
