So I think I kinda skipped something important.... I was gathering information to convince the commander. But I skipped the conversation with a guard. Now he just keeps talking about a brother in old lualombo. I went to old lualombo but can't find anyone there. How do I progress with the guard or do I miss other information?

What does your quest log say? Have you tried to speak with the other people in Luolambo?

Advance the main story. Once the story is far enough, she'll be alone in the room, and then you can talk to her to advance the mission you're stuck in.
