I might've just gotten lucky. But I just kept going in and out of the store (going for a walk between, because you can't immediately go in) and buying one thing every time I go in. Eventually I checked the dialogue with the bot and other than "small talk", something along the lines of "talk about going outside" came up and I clicked that. For me it triggered like a week (in game, of course) after I started trying to get it to trigger, maybe a bit longer.
Does it matter what kind of clothes she wears? By that I mean the color, like does it have to be a set. I also doubt that i haven't visited the cloth shop enough or that I have not bought enough, It's the 22nd day and I've bought out her entire store for like 5-6 times. The only chat option besides nevermind that I get when I try to talk to the bot is Small Talk
did the shop keep question you about your gf, asking to see her? if yes, then i'm sorry but i got no clue, if no, you can just go in n' out of the shop without buying anything. until she talks about it. then come back until she has her usual dialogue, then if your bot is fully clothed, you'll be able to talk with her.
So when i went through my playthrough, i did everything you guys did but i did one additional thing which is: after buying her enough clothes to go outside and getting the dialogue to go outside i started playing Old Maiden with her, won 3 out of 11 games so maybe its prompted by spending more bonding time with your bot? That could be a piece to the puzzle of getting her to go outside because before i did that the prompt to ask about taking her out never appeared
