My tip to you is to make friends with people so they can support you and your game and that helps more and more people to see your game. You may have to update your game a few times so itch io can show it on the new category. You can advertise your game in itch io community for example in release announcements topic!

Since there is no way to advertise your game on itch, there is no best way.
Make your page and title search and findable by regular internet search.
Make it visible for people actually looking for your content within itch by having relevant tags.
But your main promotion and advertisement should happen external. The things happening on itch are mostly passive and random. But you can look where some of the people looking at your project came from and maybe improve on that information.
Also, promotion within itch is kinda discouraged. There are very few places where you can do that. But even an announcement thread ... well ... just look at the view counter on those.
If your project is in development you can post a monthly devlog or something.
You are right that it's pretty tough to advertise on itch io but that helps you on the start. If you don't have other social media accounts for example YouTube or twitter, and you have to create them it can be really hard because I think it's easier to advertise your game on itch than starting YouTubing or creating content to twitter from scratch.
I have made my own community topic called "promote your game here!", it's under the general topic but it has over 800 views so that has worked for me.
If you start advertising on itch io at the start and people look up your game, it doesn't matter do you get under 100 views but if your views and downloads are rising itch will put your game in the new and popular category.
