Only some actions are blocked while a dialogue is open Locked

Fixed in version 2.0 preview-1a (released or soon to be released)

If I open the Assetforge properties dock/dialogue, I can move, rotate and resize an object, but I can't move the camera, or hide or lock objects.

You're right, I was easily able to reproduce this. I've added it to the to-do list and it will be fixed for the new version 2.0 preview-1a.
