I have a question that can i use free assets which require attribution?. I will credit them in my game. I have no problem with crediting people but i have to follow game jam's rules.

Yes, you are able to use assets that are free but require attribution, such as the CC-BY licenses.

On this same topic, can I use assets that are a part of the GameDev.TV RPG course?
I've used the resources from Synty sandbox that were supplied in Lesson 10 of the course.

If those assets require someone to have purchased the RPG course in order to get a copy, then no, they don't qualify as 'free assets' but rather 'paid promotion assets' which aren't allowed.
