So I use scratch ( please don't make fun of me)  am I allowed to leave a link to it as a submission? Also are horror games allowed

Sorry, but for my opinion scratch isn’t full-fledged programming language. Try asking host, but I thing scratch isn’t allowed

i'm not the host but i think don't judge the engine, judge the game.

The game jam does not restrict to any engine. Also things created with scratch are open source as default. So also no violation here. Therefor: Whatever you prefer should be fine. When you are finished: just create a project and add the link there. Then you can also submit your game.
