The game jam does not restrict to any engine. Also things created with scratch are open source as default. So also no violation here. Therefor: Whatever you prefer should be fine. When you are finished: just create a project and add the link there. Then you can also submit your game.

All engines are allowed, including custom / no engine (I'm using this jam to learn Python and I'm not using an engine).
