Yes! If it doesn't run, upload screenshots and video to show the things you've created. It's always good to be proud of what you've accomplished - and you can always come back and finish it after the rating period.

My game was intended to be a full experience and ended up becoming a demo 🙃 I think the important thing is getting something cool out there for people to have fun with. Jank comes with the game jam territory.
