How many colours are allowed typically? Are they very specific colours (specified hexcode/rgb) or is it more just list of basic colour names (red, yellow etc.) Can you also use white and black on top of the specified colours, for example if going for cel-shaded or comic book style some people might want it, or outlining stuff in general.

We will provide a specific color palette consisting of 4–8 colors, defined by exact hex codes. White and/or black may be included in the palette, depending on the final selection. If they are included, you’re free to use them creatively for outlines, shading, or highlights. If not, you’ll need to use the other palette colors creatively to achieve these design elements.

All visual elements in your game—including sprites, backgrounds, and UI—must use only the colors from the provided palette. Transparency is allowed, but only when applied to the palette colors.

Now that the Jam is over, is it possible for you to shorten the name?

It is very long and (on itch.io) sticks into the page and over the game.  TIA.
