Thematic Relevance
My game takes place from 1880 until 1920 at the latest, placing it historically at the end of the "long 19th century". The game is a game of espionage and counterespionage (when it is completed), where the different European powers of the 19th century fight and the smaller countries try to survive and take every advantage they can get.

For an unfinished piece, it shows a lot of promise!

Consistent aesthetics for the UI and map, and I like the font choice. I couldn’t make the game itself work, but I stay curious!

I'm sad to say you most likely got it to work: I simply was not able to do much more than UI, and there really is basically no content in my game, if it can even be called such.

It's a shame that you didn't manage to finish your entry as map games are my jam. But what's here looks promising and I hope you get to finish it at some point.

Ambitious project with an advanced UI, menus, buttons etc. Looks like it could be fun, but a lot is missing, like for example a tutorial. I didn't understand what to do in the beginning and there are no hints.

 Some countries cannot be selected, like Sweden and Italy. Maybe the selectable countries could be highlighted? 

I would avoid bright colours in the map, and not use black for the contours. Perhaps a brown and green colour palette would look nice?

Is the game in real time or turn-based? My guess is that is is real time based on the time speed selector in the top right, which didn't work, by the way.

Yeah, I did not have time for a tutorial. I'm not sure if you looked at it, but the profile of the game has a short overview over controls. Did you unpause the game by pressing space of left-clicking the date in the top right corner? Did the speed selector using the two buttons work? So far I did not implement setting the speed by pressing on the bar, only using the plus and minus buttons.
It is currently intended that only France, Germany, and Austria-Hungary are playable, as only they had formally organized spy agencies at the start date. I plan to make every country selectable and have them found a new agency when starting, but I was also not able to implement that in time for submission.
Why do you think I should avoid bright colors? I personally like a colorful map, and if I only use darker colors the colors look more similar and therefore the countries may be harder to differentiate for people without a good knowledge of the state if Europe at the time. Brown borders might be a nice idea.

The buttons for the time speed selector work fine but the time is not moving forward. I will try the game again, and unpause it!

About the colours, most game artists use mood boards to set a tone of the game. Since you didn't seem to use a mood board there is no specific mood. However, I'm not an artist myself so I cannot provide much help.
