I think one way to make the game more engaging would be to make the fear level of each house individual, and if any of them drop to 0 it's un-haunted and you lose a ghost? But instead each haunting is shorter? So you'd have this cat-and-mouse game of trying to keep all the houses haunted while also trying to take over new ones to get more ghosts so that it's easier to maintain current fear levels. Maybe that would make the game too stressful, but you can always include further mechanics like a "grace period" where haunting a previously-haunted house is quicker than starting a new one, or random events where there's a scary night because of a blackout or something like that and all haunting is 2x faster just to make sure every player eventually reaches the end. Of course I realize any additional features during a jam are no easy feat, I just wanted to spitball some ideas.
Anyway, I'm seconding all the praise for graphics, UI and tutorialization, everything's clear and slick, not just by game jam standards.

Awesome job. Like the art style and great use choice. I could not see and ending tho, I think there is none. I think people should build more houses every day, and the camera can zoom out when it gets bigger. It would also be cool if it had stores, cafes and other stuff

Loved the work on UI and doing an onboarding. In 7 days alone, it's quite impressive.
This was a great use of the theme! Found the art really lovely and the fact that when you finish haunting a house it gives more ghosts, makes you want to create little stories for each household! It would be interesting to add some more difficulty by having some ghostbusters roaming around town or even having new families trying to move into the haunted houses. Otherwise was a fun game that perfectly fit the theme!
Very cute and fitting for the theme! Unfortunately it didn't take much to win, i see you are aware of that. You can steal some cool interactions from game you've played. Hope this helped :)

The implication of haunted house giving you more ghosts is pretty scary, but otherwise it's a really relaxing and cool city builder :D
This game was really cool!! The art and UI looks very clean and nice, and the gameplay is linked directly to the theme. I just wish that there was some more obstacles which would make you need to strategize more when playing. I thought that maybe there could be ghostbusters or something that come at times that can make the houses for humans again. Otherwise, great game and I had a fun time playing!

Holy moly theres so much really well thought out UI design in here (especially the little ghost cursor who boos when you click). Perfect use of the theme, and that Cerberus tutorial really won me over. Thanks for Jamming!
