Neat idea! The "Stealth" decisions seem to be the only appropriate ones. Maybe you could have some stealth ones that actually increase your heat more. You could also describe what happens after you carry out your plan. For example:
"You see an executive's sports car parked in a secure garage of a bank. What do you do?"
