One idea we had was to "force" the first card choices with human packs in it, but there is undoubtedly something to dig into and think about here.

Maybe the human packs could have heavier weight on random selection, reversely correlating on the amount of humans already on the level. This way the player isn't forced into a choice and the game will never run out of human packs when the player needs them the most.
