I think you did my mistake and tried building on the land, you are actually the villain and you have to build them in the water where the grid is.
The storm cut out because you didn't build any attacks so the attack phase was immediately over.
Sounds like it was my mistake then, I might try it again soon if I can and see if your tip helps.
