There actually is a way to turn on vsync. I was getting significant screen tearing so I went searching for this.

  1. Navigate to C:\Users\[user]\AppData\Local\BBPSX\Saved\Config\WindowsNoEditor
  2. Open GameUserSettings.ini
  3. Change bUseVSync=False to bUseVSync=True

I agree that a vsync option in the graphics settings would be helpful but this solution works quite well for now.

Can you give a video or instructions on how to navigate there? I've been having the same problem.

just type %appdata% in the text box in the file explorer, and you will be redirected to AppData/Roaming.
