You can use music from other games as long as you have permission from the copyright holder to use their music, yes.  If you don't know whether you have permission to use a particular song, then then answer is probably no.

There is a lot of licensed music included in Flowlab, and a lot of Creative Commons licensed music here on Itch as well, if you are looking for music to use.

You can use whatever music you like (as long as you have permission from the owner).

Just remember Everything Takes Longer Than You Expect, so plan to make your game scope a lot smaller than you think you'll need to. 

Keeping the scope small is a smart plan!  You can always expand the game if you finish early
