I know that this is asked every so often, but there must be a way exclude some tags from search. Like when someone wants to find anything that is not a horror game.

Yes, as explained in this old post and many others since.

And to this day it doesnt allow multiple excludes, and is a programmer way to deal with it and could be probably made into a button or menu. Also its not clear how some of the tags are written in code so you have to debug the site to get right variable names so its pretty much not done.

Search exclusions need to be made a standard feature, not a URL edit that needs to be manually done, whipped up 5+ years ago, and doesn't work consistently.  Search tags also need to be expanded upon (i.e. retro-inspired vs games that run on retro hardware).  It's sad something so fundamental has yet to be implemented.

Oh, it works consistently, but it is a hassle to add the url.

As long as the tags are selected by the devs and not by the players, I doubt that any filtering will be implemented officially. Look at steam, there you could filter tags if you want. But you can also suggest tags for a title, so the accuracy of the tags is higher.

Also you can enter tags that are not in the list in the tag search box. How would "runs on retro hardware" tag look like?

Something like this? https://itch.io/games/tag-commodore-64
