I was messing around in sandbox in 0.8.0 and i just found this moving around and then after 3 minutes it just vanished out of thin air. 

I have no idea what this is

i Just found out its actually able to shoot these strange white beams

it also appears in story mode aswell!

Those zaps can and indeed will kill you. I found that out myself when i tried for some pics and got too greedy with the number of them, lol. Fire resist suit probably helps, as thats what ended up killing me was being on fire.
