Hi,
Do I have to upload my game to itch.io in order to join the feedback fest? I only have submitted it to Steam. 
And do I have to submit a full game here or just a demo for the feedback fest?

Hi there,

all you need is an itch page with the link to the steam game.
if you have a demo you can include it in the itch page to help get more people to try your game

I see that judges will be reviewing submissions and rating games by overall fun, UI, art, and music. As a participating game dev, am I expected to give feedback on other games as part of  my participation, or is that optional?

It is optional to give feedback on other submissions, however you will find that the more that you rate - the more others are happy to drop by and test your game based on itchios karma system

I have a game I submitted to another jam that I really liked, but it got almost no views. I have no plans on changing the game itself beyond improving the itch.io page. Would it qualify for the jam?

How often are we allowed to update our games during the jam?

Do you mean after the submission deadline? I'm wondering the same. I deployed an emergency bugfix an hour or two after the submission deadline; if that disqualifies my submission, I understand.

as often as you want since you are trying to use the feedback to make a better game - just drop a comment on your submission feed to let people know what you have improved
