Are most people actually playing the games?

There are 47 entries and 63 ratings at the time of me writing this, and the voting started like 5 days ago, and there is like a day left for the voting to end. I felt guilty at first because I have only rated 9 games, but if you do the math, I'm one of the participants who have rated the most games. Also, 4 people have reviewed my game, but it says that I only got 2 ratings, so what's up with that? Is Itch.io buggy or a lot of people forgot to rate the entries?

A lot of people play and don't rate. I got 13 browser plays and only 4 ratings.

You sure the 13 people were participants? 4 out of 13 is a big difference. In my case, I don't have a browser version, only windows version to download, like 6 people downloaded my game, 4 reviewed it, and 2 rated. I think I have no way of knowing if those 6 were participants, but the reviews were participants fore sure.

It is possible to write reviews before the votings starts ... and then people forget to come back later to give there vote. Maybe that happended to you.

I joined a few jams now. It is always like that: Only a minority of the participants are doing reviews and votes.

That's a possibility, yes, but only one person reviewed my game before the voting started, and such person said that they actually rated the game afterward. However, I don't doubt that forgetting to rate a game is something that happens often. 

I have joined some jams too, but for me, this time is more noticeable than usually, that’s why I pointed it out. it's just more fun when more people engage, you know, and you get more exposure and feedback.
