I used chiptune to try to make it feel like an arcade. I also used some sounds that you might hear while playing a pinball machine, like bells.

This is the most serene of all the Pinball cities I’ve heard, which is a nice change in pace. I like the addition of the bells since that is the type of sound I associate with pinball - I wonder if doubling the sound up an octave or two would even further enhance that effect! The percussion also definitely fits the pinball vibe. I like your melody in that it is unique and interesting while being singable, though I did not end with it stuck in my head. Something that may be helpful is having a shorter segment of melody that plays, then after a space plays again in a different instrument or only slightly differently. Repetition in music is a delicate balance so you don’t want to sound too repetitive, but it's so interesting that our brains are hardwired to like or enjoy something more if we think we’ve heard it before. Great work and thank you for sharing!

Because of the (what I envision as) church bells and soft sounds, I rather envision some kind of church here ;). But I see how it could fit an arcade.
I like the melody, it has a nice progression to it. Though I can not unhear the main instrument sounding like a cat meowing...

The bells were a nice touch to add. I personally find it really hard to do chiptune music, since I can never get anything to sound the way I want it to and it always fells annoying. You didn't seem to run into that problem!
However, I think you could use a little bit more structure in your song. After listening to it multiple times I couldn't really figure out a "leitmotif" or something similar. It felt like you had a nice melodic idea and always changed it up a bit, after each repetition. 
I would advise you to just stick to this main theme or "leitmotif" for a while and just change up the instrumentation after a few measures. Introduce a new rhythm instrument for example. So the listener has always something familiar. And after you have done that for a while, you can transition into the next melodic idea and repeat the same there.

The way you did it felt a little chaotic and not that well organized. Which might reflect the nature of a pinball machine, but for a town theme is probably a little bit to over the top.
