It had me smiling and laughing all the way through - dialog, animations, story, sounds, ... everything about it is funny.

For me it's QWOP by Bennett Foddy. I couldn't hold my laughter seeing the athlete moves based on my input.

Shining Resonance Refrain.

The gameplay for it is basic as shit, but goddamn, that game had me consistently laughing. It has the usual anime bullcrap jokes (though it does subvert the usual "boys want to peek at the girls' bathhouse" trope hilariously), along with a bunch of really silly things like a villain stopping on top of a dragon to play a giant lance like a clarinet, a woman using magic to pick carrots out of her dinner, and a small boy saying the line "Hey, Little Miss Nightmare. How are those pancakes on your chest coming along?"

Rekkaturvat (aka Truck Dismount) -- the ragdoll physics and premise were absolutely hilarious for 2003. 

And of course lots of laughs while -- badly -- playing Surgeon Simulator (sorry patients). 

The Lisa series.  They're also the saddest games I've ever played.

Guilty Gear Strive cuz you hit anybody with 50% meter,  they immediately explode.

Ice scream.

It was meant to be a horror game but I found it quite funny 😂
